Almost but not quite

I really liked the outfit online. When it arrived, the jacket had some small defects (thread was pulled or hooked in different areas) but it wasn't that noticeable. The body of the jacket cut is small so if I move my arms in anyway, the whole jacket shifts up above my breast. I planned on wearing it buttoned with other bottoms, but I'll only be able to wear it unbottoned because of how it fits. The skirt is perfect, the jacket was a miss unfortunately.
